This parking space in South Boston would rent or sell for a premium, but when Bill was passing by it was just a bicycle taking up a whole spot. Places to park your car are scarce throughout the city, but particularly in South Boston. The city council is debating having residents pay for the parking permits that city residents use to park in their neighborhood.
